Perhaps the most surprising of our inclusions is this groovy-grunge Pacific Northwest favorite—home to the eighth least affordable housing on our list, the eighth worst traffic congestion (forcing commuters to lose 44 hours a year sitting in jams), a cost of living index that tops that of both Chicago and Miami, and a mere 157 possible sunny days a year—the most gloomy ranking on our list.
