41. Jessie J
The British pop tart is a huge deal overseas. In America, however, she and her handlers are having a hard time making anyone care. Even a radio hit (“Price Tag”), a super-massive publicity push and a high-profile appearance on “SNL” couldn’t turn Jessie J’s debut album, “Who You Are,” into a commercial success in the U.S. Don't count her out yet, though. Jessie's stock is rapidly rising now that she's a coach on "The Voice UK." Her second album, "Heaven," is tentatively slated for an October release.—Jeff Royer
